Program-based Governance Measurement Conference, Faculty of Governance, University of Tehran

Given that performance assessment is a pathway to improvement and advancement for nations, the significance of performance measurement in a country's governance system must be seriously considered. In this regard, the "Center for Governance Measurement and Performance Evaluation of Governmental Organizations" at the Faculty of Governance of the University of Tehran has commenced scientific and research activities, collaboration with other governmental and private organizations, and the organization of events in this area. The first event, titled the pre-session of the Second National Conference on Knowledge-Based Governance; Program-Oriented Governance Measurement, yielded significant scientific achievements. At this symposium, entitled "Governance Measurement in the Country's Executive System, " Dr. Alaeddin Rafizadeh, Advisor to the Vice President and Head of the Administrative and Recruitment Affairs Organization of the Country, Professor Ali Mohaghar, former Deputy Minister of Interior and Full Professor at the Faculty of Industrial Management of the University of Tehran, Dr. Seyed Mojtaba Emami, Faculty Member of Imam Sadiq University, and Dr. Seyed Hossein Razavipour, Head of Administrative and Public Affairs of the Planning and Budget Organization, were invited to speak, and valuable scientific presentations were given. The head of the symposium was Dr. Ali Asghar Pour عزت, and the executive secretary of the symposium was Dr. Bahareh Mahbanooei, who were responsible for organizing the event. This event laid the groundwork for a larger event to prepare the elite community and familiarize students with governance measurement indicators and governance measurement itself.

Continuing this endeavor, the "Second National Conference on Knowledge-Based Governance; Program-Oriented Governance Measurement" was another significant event organized by the Center for Governance Measurement and Performance Evaluation of Governmental Organizations at the Faculty of Governance. It is planned that the Governance Measurement Conference will be held every four years, coinciding with the presidential elections, to inform and engage the elite community in assessing the performance of governors and government organizations. Unfortunately, due to the tragic accident involving the martyred president and his accompanying government officials, the date of this conference was changed to June 10, 2024, coinciding with the holding of the snap and vital presidential elections in July 2024. This gathering of elites will be a prelude to informing the general public, especially academics, for informed and wise participation in the presidential elections, in that, by recognizing the criteria for governance and governors' performance, a strong civil society can be helped to grow and learn, and the ground will be prepared for maximum participation in matters that belong to the people and their destiny.

At this conference, the government spokesperson, Dr. Ali Bahadori Jahromi, Dr. Mehdi Alvani, Dr. Mohsen Rezaei Mirghaed, and Dr. Pourezzat delivered valuable and scientific speeches. Subsequently, in specialized panels, from among the 120 articles submitted to the conference website, articles were selected for presentation in several main areas of governance measurement. In this stage, the panels also received unprecedented interest. In the closing section, Dr. Reza VaezI, Dr. Mehdi Zarghami, Dr. Seyed Mohsen Allameh, and finally, Dr. Bahareh Mahbanooei and Dr. Mostafa Zamaniyan gave speeches and summarized the conference.
The specialized panels were held in five main areas: Governance Measurement in the Fields of Politics, Security, Law, and Administration; Governance Measurement in the Fields of Water and Energy; Governance Measurement in the Fields of Health, Welfare, and Culture; Governance Measurement in the Fields of Innovation and Technology; and Indicators for the Governance of the Future. From the submitted and accepted articles, solutions have been presented that can help guide executive and legislative bodies such as the parliament and research centers and ministries. To this end, a brochure of policy recommendations extracted from conference articles will be printed and sent to governmental organizations, including the Parliamentary Research Center, the Presidential Strategic Studies Center, and so on.
