Dr. Sahar Babaei graduated from Allameh Tabatabaei University with a degree in Public Administration (Public Policy) and a Master’s degree in Industrial Engineering from Amirkabir University of Technology. He received the Outstanding Alumni Award from the National Foundation of Elites in 2017. His doctoral dissertation was titled “The Desirable Development of the Iranian Administrative System Based on the Mindset of Academic and Executive Experts,” which was defended with excellent marks and was selected as the best demand-oriented dissertation in the Ministry of Science. Dr. Sahar Babaei’s research areas include data-based governance, smart governance, governance capabilities, governance institutions, policy research, policy laboratory, administrative reforms, systems dynamics, and data mining. Dr. Babaei has published more than 40 national and international scientific articles in these fields. Among his works are the authorship of a book titled "Policy Research" and a translated book titled "Basic Methods in Policy Analysis and Planning" in two volumes. He is currently an assistant professor in the Department of Infrastructure Governance, Faculty of Governance, University of Tehran.
