Dr. Seyed Mahdi Pakzat holds a Ph.D. in International Oil and Gas Contract Management from Imam Sadiq University. His doctoral thesis, titled "The Financial and Jurisprudential Nature and Feasibility of Launching Future Oil Contracts on the Energy Exchange of the Islamic Republic of Iran," was defended with high distinction. He possesses a continuous Master's degree in Economics and has also formally completed Level 3 (Advanced Level) courses at the Qom Seminary in 2015. Dr. Pakzat's roles include Editor-in-Chief of the Scientific Research Journal of Planning and Development, faculty member of Islamic Azad University (Central Tehran Branch), Director of the Oil and Energy Strategic Council at the Strategic Policy-Making Think Tank for Economics and Management (Saramad), and a faculty scholarship member at Kharazmi University. Additionally, he has authored several research papers in prestigious national and international journals in the fields of economics, international contracts, and global economy, and has written and translated seven books on topics such as globalization, money laundering, international contracts, blockchain, and international sanctions. His executive roles have included Deputy of Planning, Budget, and Supervision at the Foundation of the Oppressed of the Islamic Revolution, Head of the Research Center for Development and Foresight of the Government, President of the Tadbir Strategic Studies Center, Executive Secretary of the Conference on Budget Reform in Iran, member of the presidency of the Planning and Budget Organization of the Country, Secretary of the Scientific Productions Working Group of the Planning and Budget Organization of the Country, and Chairman of the Board of Paya Transport Holding. He is currently an Assistant Professor in the Department of Energy and Climate Governance at the Faculty of Governance at the University of Tehran.
